Community College Funding Shrinks, For-Profit Enrollment Grows: Treasury Report

A report released this month by the U.S. Treasury Department shows a correlation between state budget cuts to community colleges over the past decade and a growth in enrollment at for-profit colleges.

The report, titled "The Economics of Higher Education," examined both employment and income characteristics of Americans who attain some form of a post-secondary education alongside funding and tuition costs at public and private colleges.

The report notes that more high school students are graduating and going on to colleges and universities. Most attend public schools, many with shrinking state funding, which puts added pressure on community colleges:

Community colleges are highly dependent on state funding since, unlike four-year, public schools, they do not have diversified revenue sources such as hospitals, endowments, or research grants. While enrollments have been increasing, state support per student has remained relatively flat. In 2009, community colleges received approximately $6,450 per FTE (full-time equivalent) student, only slightly higher than the $6,210 in 1999,

According to the report, the funding decline for public colleges and universities bottomed out in 2005, then slightly increased before dropping again in 2008.

Because of the budget squeeze, community colleges are pushed to either raise tuition or or to limit class size, and often choose the latter, leading to a correlating spike in for-profit college enrollment. According to the report, community colleges are "more likely to serve low-income and first-generation student populations than four-year schools, and these students now constitute the bulk of the student population at for-profit schools."

For their part, for-profit colleges are targeting these low-income students in their marketing and recruitment efforts, court documents revealed earlier this year.

At the for-profits, students are more likely to default on their student loans and struggle to find work, compared to their counterparts at public colleges. The average graduation rate at for-profit colleges is unimpressive, often falling below 30 percent, compared to public and private non-profits with graduation rates above 65 percent.

Despite these dismal figures, the number of students attending for-profit colleges grew from 200,000 students in the late 1980s to nearly 2 million students today, representing 9 percent of all higher education enrollment, the report found.

The continued success of for-profits could be because the "college wage gap" is as wide as ever, since it was first estimated in 1915. The report notes college graduates in 2012 are statistically fully employed and make 64 percent more than those with just a high school diploma. Without a college degree, children born to families at the lowest income level have a 45 percent chance of remaining at that level, but they are more likely to earn more with a greater degree of education.

Daily Kos: The Five Biggest Regrets of the Dying

For those wondering; in the book, there was no mention of more sex or bungee jumps.

Instead, Ware, a nurse who specializes in palliative care has counselled the dying in their last days and in her book, revealed the most common regrets that we have at the end of our lives.

Interestingly for me, among the top from men in particular, is 'I wish I hadn't worked so hard'.

*Editor's Note - Most of the patients that she is recording are in the last 12 week of their lives and they are AWARE OF THIS.*

In her book, Ware writes of the phenomenal clarity of vision that people gain at the end of their lives, and how we might learn from their wisdom. "When questioned about any regrets they had or anything they would do differently," she says, "common themes surfaced again and again."

Here are the top five regrets of the dying, as witnessed by Ware in her book The Top Five Regrets of The Dying:

1. I wish I'd had the courage to live a life true to myself, not the life others expected of me.

"This was the most common regret of all. When people realize that their life is almost over and look back clearly on it, it is easy to see how many dreams have gone unfulfilled.

Most people had not honored even a half of their dreams and had to die knowing that it was due to choices they had made, or not made. Health brings a freedom very few realize ?until they no longer have it."

2. I wish I hadn't worked so hard.

"This came from every male patient that I nursed. They missed their children's youth and their partner's companionship. Women also spoke of this regret, but as most were from an older generation, many of the female patients had not been breadwinners.

All of the men that Bronnie nursed deeply regretted spending so much of their lives on the treadmill of a work existence."

3. I wish I'd had the courage to express my feelings.

"Many people suppressed their feelings in order to keep peace with others. As a result, they settled for a mediocre existence and never became who they were truly capable of becoming.

Many developed illnesses, relating to the bitterness and resentment they carried as a result."

4. I wish I had stayed in touch with my friends.

"Often they would not truly realize the full benefits of old friends until their dying weeks and it was not always possible to track them down. Many had become so caught up in their own lives that they had let golden friendships slip by over the years.

There were many deep regrets about not giving friendships the time and effort that they deserved. Everyone misses their friends when they are dying."

5. I wish that I had let myself be happier.

"This is a surprisingly common one. Many did not realize until the end that happiness is a choice. They had stayed stuck in old patterns and habits. The so-called 'comfort' of familiarity overflowed into their emotions, as well as their physical lives.

Fear of change had them pretending to others, and to their selves, that they were content, when deep within, they longed to laugh properly and have silliness in their life again."

ROCHESTER, Minn. ? For nearly a decade, breast cancer researchers studying the hormone therapy tamoxifen have been divided as to whether genetic differences in a liver enzyme affect the drug's effectiveness and the likelihood breast cancer will recur. A new study by researchers from the Mayo Clinic Cancer Center and the Austrian Breast and Colorectal Cancer Study Group provides evidence that genetic differences in the enzyme CYP2D6 play a key role in how well tamoxifen works.

"Our findings confirm that, in early breast cancer treated with tamoxifen, genetic alterations in CYP2D6 lead to a higher likelihood of recurrence and death," says Mayo Clinic oncologist Matthew Goetz, M.D., lead author of the study in the journal Clinical Cancer Research.

In the clinical trial, Dr. Goetz and his colleagues studied the rates of cancer recurrence and death in two groups: postmenopausal women with primary estrogen receptor-positive breast cancer who received tamoxifen for five years and those who received tamoxifen for two years followed by the aromatase inhibitor anastrozole for three years. Anastrozole is a breast cancer drug whose metabolism does not require the CYP2D6 enzyme.

The study showed that women who were born with genetic alterations of CYP2D6 that abolish the enzyme's critical metabolizing activity and who took tamoxifen for five years had recurrence of breast cancer, or died at a rate 2.5 times higher than women with normal CYP2D6 enzyme activity. Women with intermediate levels of the CYP2D6 enzyme had rates of recurrence or death 1.7 times higher than women with normal CYP2D6 activity. Importantly, Dr. Goetz notes, that genetic alterations in CYP2D6 did not affect the likelihood of recurrence or death in women who switched to anastrozole after two years of tamoxifen.

"Switching from tamoxifen to an aromatase inhibitor may be one reason for the discrepant studies surrounding CYP2D6 and tamoxifen ? as information about whether a patient took an aromatase inhibitor after tamoxifen was not available in most of the prior studies," says senior author James Ingle, M.D., of Mayo Clinic, an expert on hormone therapies for breast cancer.

A blood test can determine whether a woman has alterations in CYP2D6 and predict how efficiently her body will convert tamoxifen to endoxifen. Approximately 5 to 7 percent of European and North American populations are considered poor metabolizers of tamoxifen.

"The results of this successful high-level international research collaboration are an important step forward in our quest to individualize breast cancer treatment and provide tailored care to women with breast cancer," says Michael Gnant, M.D., professor of surgery at the Medical University of Vienna and president of the Austrian study group.

So what should a woman do if she is unable to effectively metabolize tamoxifen into its most active form? Dr. Goetz believes that the current recommendation of switching from tamoxifen to an aromatase inhibitor is likely to result in the greatest benefit in women with decreased CYP2D6 metabolism. For CYP2D6 poor metabolizers, avoiding tamoxifen altogether and starting out with an aromatase inhibitor may be the best approach, he says.

Dr. Goetz's group is working with the National Cancer Institute to develop endoxifen as an alternative to tamoxifen. If women can be given endoxifen, the active part of tamoxifen, it won't matter how tamoxifen gets metabolized, he says.

Gene therapy reported to cure leukemia in young girl

On December 9, University of Philadelphia cancer researchers announced that they had cured leukemia in a young girl near death from leukemia. They reprogrammed seven-year-old Emily Whitehead?s own immune cells to attack an aggressive form of childhood leukemia, acute lymphoblastic leukemia (ALL). ALL is the most common childhood leukemia, and also the most common childhood cancer.

Pediatric oncologist Stephan A. Grupp, M.D., Ph.D., of The Children?s Hospital of Philadelphia, and colleagues from the University of Pennsylvania presented updated results of the clinical trial involving these engineered cells at the American Society of Hematology (ASH) annual meeting on December 9 in Atlanta, Georgia. The researchers noted that their innovative experimental therapy resulted in a complete response when Emily relapsed after conventional treatment. The innovative experimental therapy used bioengineered T cells, custom-designed to multiply rapidly in the patient, and then destroy leukemia cells. After the treatment, Emily?s doctors found that she had no evidence of cancer.

Dr. Grupp?s research builds on his ongoing collaboration with Penn scientists who originally developed the modified T cells as a treatment for B-cell leukemias. In August 2011, the Penn team reported on early results of a trial using this cell therapy in adult chronic lymphocytic leukemia (CLL) patients in August of 2011. Carl H. June, MD, of the Perelman School of Medicine at the University of Pennsylvania, leads this research group, which along with Dr. Grupp?s work, is presenting new data at the ASH meeting showing that nine of 12 patients with advanced leukemias in the clinical trial, including two children who responded to treatment with CTL019 cells.

Emily is among the nine patients who responded to the therapy.is the 7-year-old with acute lymphoblastic leukemia (ALL). Dr. Grupp and his colleagues adapted the CLL treatment to combat ALL. Currently, oncologists (cancer specialists) can cure approximately 85% of ALL cases, the remaining 15% of such cases stubbornly resist treatment. The investigators note that the CTL019 therapy, formerly called CART19, represents a new approach in cancer treatment. T cells are the mainstay of the immune system; they recognize and attack invading disease cells. However, cancer cells can evade detection by T cells. Chimeric antigen receptor T cells (CAR T cells) are engineered to specifically target B cells, which become cancerous in certain leukemias, such as ALL and CLL, as well as types of lymphoma, another cancer of the immune cells.

CD19 is a protein found only on the surface of B cells. By creating an antibody that recognizes CD19, and physically connecting that antibody to T cells, the researchers have created a guided missile that locks in on and kills B cells, thereby attacking B-cell leukemia. In using the CTL019 treatment in his pediatric patient, Dr. Grupp found that the very activity that destroyed leukemia cells also stimulated a highly activated immune response called a cytokine release syndrome. The child became very ill and had to be admitted to the intensive care unit.

Grupp and his team decided to counteract these toxic side effects with the use of two immunomodulating drugs that reduced the overactive immune response and rapidly relieved the child?s treatment-related symptoms. These results were effective enough that this approach is now being successfully incorporated into CTL019 treatments for adults as well. The immunomodulating drugs did not interfere with the CTL019 therapy?s anti-leukemia benefits, which have persisted six months after the infusion of cell therapy. This persistence is essential, because the engineered T cells remain in the patient?s body to protect against a recurrence of the cancer. Dr. Grupp explained, ?These engineered T cells have proven to be active in B cell leukemia in adults. We are excited to see that the CTL019 approach may be effective in untreatable cases of pediatric ALL as well. Our hope is that these results will lead to widely available treatments for high-risk B cell leukemia and lymphoma, and perhaps other cancers in the future.?

?This type of pioneering research addresses the importance of timing when considering experimental therapies for relapsed patients,? added Susan R. Rheingold, MD, one of the investigators in the Children?s Hospital program for children with relapsed leukemia. Sheadded, ?To ensure newly relapsed patients with refractory leukemia meet criteria for options like CTL019, we must begin exploring these innovative approaches earlier than ever before. Having the conversation with families earlier provides them more treatment options to offer the best possible outcome.?

Butch jones, Saugatuck native, hired as Tennessee football coach

Tennessee selected Cincinnati's Butch?Jones as its fourth football coach in six seasons, ending a tumultuous couple of days for both parties.

The university has scheduled a news conference for 2:30 p.m. Friday to announce the hiring, which was first reported by VolQuest.com. Cincinnati already has announced Jones' resignation.

"I would like to thank Butch?Jones for his time at the University of Cincinnati," Bearcats' athletic director Whit Babcock said in a release. "With that said, we are excited about the future of this program and this job will be extremely attractive nationally. Our search will begin immediately."

The 44-year-old Jones has a 50-27 record in six seasons as a head coach. He went 27-13 in three seasons at Central Michigan and was 23-14 at Cincinnati the last three years. Jones now faces the task of rebuilding a former Southeastern Conference power that has posted three consecutive losing seasons.

Tennessee had been seeking a new coach since the Nov. 18 firing of Derek Dooley, who went 15-21 in his three-year tenure. The Volunteers contacted ESPN analyst and former Super Bowl-winning coach Jon Gruden, who indicated he wasn't interested. The Vols then pursued Charlie Strong, who said Thursday he had turned down their offer and would stay at Louisville.

On the same day Strong made his announcement, Jones was rejecting an offer to take over Colorado's program. Jones also had been linked to the Purdue coaching job before withdrawing his name from consideration.

Jones will become Tennessee's fourth coach in a six-season stretch, not including offensive coordinator Jim Chaney's stint as interim head coach in the 2012 season finale after Dooley's dismissal. Phillip Fulmer was fired in 2008 after posting a 152-52 record. Kiffin coached Tennessee in 2009 before leaving for Southern California. Dooley lasted three years.

After winning at least eight games for 16 consecutive seasons from 1989-2004 and posting double-digit wins in nine of those years, Tennessee hasn't earned more than seven victories in any of its last five seasons. The Vols went 5-7 this fall for their fifth losing season over the last eight years. This also marks the first time since 1909-11 that Tennessee has finished below .500 three years in a row.

Tennessee athletic director Dave Hart said at the start of the search that head coaching experience was "critically important" and that he wanted a coach who "knows the difficulty of climbing the ladder in the SEC." Jones lacks SEC experience, but he has a career winning percentage of .649. Jones' teams have earned at least a share of a conference title in four of his six seasons as a head coach.

After succeeding Notre Dame coach Brian Kelly at Central Michigan and Cincinnati, Jones maintained the momentum his predecessor had established at each school.

Central Michigan won two Mid-American Conference championships and posted a combined league record of 22-3 in Jones' three-year stint. Jones went 4-8 in his first year at Cincinnati, but the Bearcats are 19-6 since and have tied for first place in the Big East each of the last two seasons. Cincinnati's 2011 season included a 45-23 loss at Tennessee.

Jones signed a contract extension after the 2011 season that includes a $1.4 million buyout if he leaves before Jan. 1.

Jones' background as an assistant is entirely on offense, but one of his biggest challenges at Tennessee initially will be strengthening a defense that allowed the most points (35.7) and yards (471.4) per game of any SEC team this season. The Vols hadn't allowed that high a scoring average since 1893, when they gave up 42.7 points per game while playing a six-game schedule. They hadn't yielded that many yards per game since at least 1950, the earliest year Tennessee's sports information department has that statistic on file.

The makeup of Jones' first offense at Tennessee also remains uncertain, at least for now.

Starting quarterback Tyler Bray and star wide receivers Cordarrelle Patterson and Justin Hunter all are projected as first- or second-round draft picks if they choose to turn pro rather than returning to school for their senior seasons. Bray threw for 3,612 yards and 34 touchdowns this year to rank second on Tennessee's single-season list in both categories, behind Peyton Manning's 3,819 yards and 36 touchdown passes in 1997. Hunter caught 73 passes for 1,083 yards and nine touchdowns. Patterson gained a school-record 1,858 all-purpose yards.

Junior offensive tackle Ja'Wuan James also has been mentioned as a possible draft candidate.

Help for blighted suburbs meets French hostility

PARIS (AP) ? When the blighted housing projects ringing major French cities exploded in nationwide riots, France pledged quick action to fix them. Seven years on, the suburban projects remain islands of despair, lofty promises of rebirth largely forgotten. So a new plan to spend millions to help residents turn their neighborhoods around seemed cause for celebration.

Instead, it met a wall of resistance and outright hostility. The reason: the benefactor was the wealthy Arab emirate of Qatar.

The oil-rich state less than the size of Connecticut has exerted an outsized influence as a global bankroller, putting it at the cutting edge of an accelerating power shift between traditional Western powers and emerging economies. As Europe is engulfed in crisis, Qatar has been on a global spending spree, buying stakes in luxury brands, acquiring soccer club Paris St. Germain and financing London's "Shard" ? the EU's tallest building. Now, to the consternation of the French, the emirate wants to make a major humanitarian investment in the West.

It all started a year ago when 10 enterprising local officials from the heavily immigrant suburbs bypassed France's sleek diplomatic machine and knocked on the door of Qatar's emir with a request for help to fund the dreams of budding entrepreneurs without means.

In fairytale fashion, their wish was fulfilled beyond their expectations: The emir pledged a euro 50 million ($65 million) investment fund.

But the offer met a storm of protests by politicians back home, horrified that an outsider would leave its footprint in France's restive neighborhoods. Wounded pride may have played a role. Many found it hard to accept that a small Arab country might succeed where France itself had fallen short.

"France failed in its mission," said Leila Leghmara, one of the officials who made the trip to Qatar. "And now Qatar looks like the savior ... We touched where it hurt."

Permeating the hostile response was suspicion that the tiny Muslim state may have a special agenda at a time when fears of terrorism by Islamist extremists and a perceived infiltration of Muslim culture in French life have been on the rise. Was Qatar using its deep pockets to buy the sympathies of the many Muslims in the housing projects ? and ultimately become a power broker within France itself?

Far-right leader Marine Le Pen called the Qatari investment an "Islamist Trojan horse" while independent politician Nicolas Dupont-Aignan, who champions national sovereignty, said France would be "prostituting itself" by accepting the money. Even some members of mainstream parties balked at the Arab largesse.

The saga came to a head last month when the French government effectively hijacked the initiative, pledging matching funds but spreading the butter over all of France's disadvantaged regions ? and eliminating the focus on the disadvantaged suburbs. Far worse for the project's originators, the government put the funds under the control of a state bank, kicking the founders out of the driver's seat.

Now, a year after their visit to the palaces of Doha, the 10 who bucked a system that has failed the suburbs worry the money may never reach those they hope to help ? ordinary people from their neighborhoods with big ideas bereft of any hope of backing. The rioting that raged for weeks in 2005 was fueled by pent-up frustration about the dead-end futures of immigrants and their descendants in the forgotten suburbs.

The project's original champions dismiss fears of sinister forces at play in Qatar's offer.

"Qatar isn't going to buy France," said Leghmara. "This delirious thinking has to stop." Defenders of the plan note that nobody saw anything pernicious when Qatar raised its stake last year in France's media and defense group Lagardere to 10 percent, making it the largest single shareholder ? even though that investment goes to the heart of France's security apparatus.

Investing in the poor neighborhoods that ring French cities does represent a rare example of Qatar using its soft power to directly influence lives, as it is doing elsewhere. Last month, Qatar's emir, Sheik Hamad bin Khalifa Al Thani, visited the Gaza Strip, the Palestinian territory controlled by the Islamist militant Hamas ? branded as terrorists by the West. He launched $400 million worth of projects, including housing, a hospital and roads.

The no-strings-attached humanitarian investment in the West by an emerging economy is rare, perhaps unique.

However, Qatar insists that its fund for France is not charity.

"Qatar does business, not philanthropy," Ambassador Mohamed Al-Kuwari told Metro, the free daily, in his country's only reaction to the noisy controversy. "We have no political mission."

Whatever Qatar's motives, experts say the emirate's helping hand for the suburbs simply touches on France's sensitivities about its place in the world as it struggles with its economic downturn and strives to remain a diplomatic power.

"The symbol is very powerful," said Karim Bitar, senior fellow at the Paris-based Institute for International and Strategic Relations. "Qatar has become the conjunction of all French fears."

Two French presidents tried to figure out how to deal with the Qatari offer, first conservative Nicolas Sarkozy and now socialist Francois Hollande ? who last month confirmed the compromise of spreading the funds across all neglected regions.

"Each time a nation wants to invest, we say very good, we'll do it together because we can tell you what is strategic, and what is not," Hollande said in explaining his decision on France 24 TV.

The 10 officials looked to Qatar because of the glass ceiling that keeps most residents of the suburbs ? stigmatized by their often Arabic names or even their addresses ? from getting decent jobs let alone the financial backing for business ventures. French benefactors in the private sector simply aren't there.

"There are lots of people who want to succeed," said Leghmara. "But they find themselves standing in front of closed doors."

Aneld has received pitches for hundreds of projects in need of funding, from high-tech enterprises to a literary cafe. Salim Benradhia's plan for an affordable gourmet restaurant on a barge on the Seine is among them.

"In the suburbs, we don't always have access to Paris restaurants," said Benradhia, a father of two in Clichy-Sous-Bois, where the 2005 riots ignited. "This would make a beautiful night out."

But the banks refused him a loan. Now Benradhia, like others, fears that if the state bank in charge of the project makes all the calls on funding, "we will once again be left on the sidelines."

Now, the local officials who traveled to Qatar fear they will be erased from the picture ? along with their plan.

"After all the work we did, we can talk about a hijacking" if the money doesn't help the projects, said Aneld president Kamel Hamza. "It should (help) those who don't necessarily come from the right families or don't have anyone to guarantee a bank loan."

Figures representing France's minorities say accepting Qatar's generosity is just common sense.

"Better money from Qatar than no money at all," said Patrick Lozes, who helped found the Representative Council of Black Associations.

Switzerland Eyeing Talks With U.S. Over Tax Dodging Investigations

ZURICH (Reuters) - Switzerland hopes to restart talks with the U.S. over a long-simmering tax dispute following the re-election of president Obama, its economy minister was quoted as saying on Sunday.

Switzerland is trying to reach a deal to end investigations by U.S. tax authorities into 11 banks, including Credit Suisse and Julius Baer , suspected of helping clients dodge U.S. taxes with the help of offshore bank accounts.

It needs the tax deal so that it can normalize its banking relations with the United States and wants the investigations dropped in return for the payment of hefty fines by the Swiss banks and the transfer of names of thousands of U.S. clients.

"We are seeking clarification quickly," Johann Schneider-Ammann told the Zentralschweiz am Sonntag newspaper. "The situation has been blocked recently. That must now change."

The talks had stalled in the run-up to the U.S. election, and finance minister Eveline Widmer-Schlumpf has suggested the ball is firmly in the U.S. court.

The two countries are at odds over U.S. demands for Switzerland to hand over bank data from before 2009.

In a separate interview with the BaslerZeitung at the weekend, Credit Suisse Chairman Urs Rohner said the unresolved tax deal was a burden.

"We are doing everything that we can and may to resolve the problem. But in the end there is a need for a solution that all involved will have to agree to."

Once you download the Firefox browser extension, you can click on the Send to Kindle icon in your toolbar to quickly send the page you're on to your Kindle library. Other options are to send just selected text or to preview the page before sending.

In your Amazon Kindle settings, you can specify if you want to send using Wi-Fi or via Amazon's Whispernet service (which costs you depending on where you are and how much data you send). In addition to the option of archiving docs in your Kindle Library, you can also choose which devices (e.g., the iPad) you want the documents delivered to.

All in all, it's great that this extension is finally available for Firefox. Amazon says a Safari version is coming soon.

Complaints about voter IDs, long lines in election

WASHINGTON (Reuters) - U.S. voters complained about erratic implementation of voter ID laws, while long lines in some battleground states and makeshift polling sites in storm-hit New York and New Jersey added to confusion in a bitterly contested presidential election.

Watchdog groups reported complaints from people turned away from polls because they did not have identification in states like Pennsylvania, where ID was not required.

In swing states Virginia and Florida, long lines led to numerous complaints and fears that people would give up without casting a ballot, while large numbers of people in Ohio reported being forced to vote by provisional ballot.

It was unclear what the fallout might be from the voting irregularities in Tuesday's election in which Democratic President Barack Obama won a second term, defeating Republican challenger Mitt Romney.

Throughout the day, voters in Pennsylvania, which saw court battles over controversial voter ID requirements, reported getting conflicting messages over whether an identification form was required to vote. A judge had ruled the new voter ID law could not be implemented this election because there was not enough time to ensure all registered voters had proper identification.

But poll workers were still requesting voter IDs, and reports surfaced of people being turned away if they could not produce one, witnesses and watchdog groups reported.

"The commonwealth's effort to inform their citizens and election officials that their voter ID law was struck down was wholly inadequate," said Eric Marshall and Marcia Johnson-Blanco, leaders of the Election Protection hot line that received nearly 89,000 calls from people reporting problems voting.

"The state shirked its responsibility to properly educate voters and poll workers about the ID requirements which led to reports of voters incorrectly being required to show ID across the state," Marshall and Johnson-Blanco said in a statement.

Election Protection said there were signs outside some voting areas in parts of Pennsylvania falsely telling people they needed an ID.

Pennsylvania's ID rules were among a raft of new voting laws passed mostly by Republican-led legislatures in dozens of states since 2011. The courts have thrown out the harshest of the new laws, or at least ordered delayed implementation.

Republicans had their own complaints in Pennsylvania. The party got a court order to reinstate 75 Republican election officials in Philadelphia who allegedly were prohibited from entering polling places.

In Ohio, many people complained they had been forced to vote by provisional ballot after their names did not appear on voter rolls.

Ohio regularly has the highest number of provisional ballots each presidential election, according to the Brennan Center for Justice at New York University's Law School. This year, numbers are likely to exceed 200,000 provision ballots, which will not be counted until at least November 17.

OBAMA ON LONG LINES: 'WE HAVE TO FIX THAT'

Long lines at polls in many states prompted concerns that some voters would walk away without casting ballots. Lengthy waits to vote were reported in Florida, Virginia and Ohio, all key swing states, as well as New Jersey and New York, states that were walloped a week ago by superstorm Sandy.

Obama was clearly aware of the problems that led to long lines.

"I want to thank every American who participated in this election, whether you voted for the very first time or waited in line for a very long time," Obama said in his victory speech. "By the way, we have to fix that."

As Obama spoke, a bit after 1:40 a.m. EST(0640 GMT), Florida secretary of state's spokesman Chris Cate tweeted that people were still voting in Miami-Dade County.

Final election results from Miami-Dade, which accounts for about 10 percent of the state's registered voters, will not be available until Wednesday afternoon, a senior election official announced late on Tuesday.

Miami-Dade Supervisor of Elections Penelope Townsley said the delay was due to a high volume of absentee ballots and because a handful of precincts had voters still casting ballots after 10 p.m. EST (0300 GMT on Wednesday).

In a sign of the importance of the Florida vote, Obama tweeted just after polls closed: "Reminder: If you're waiting to vote in Florida, #StayInLine! As long as you were in line when polls closed, you can still vote."

Voters reported hours-long lines throughout the day in Florida, where the Republican-led state cut the number of early voting days to eight from 14.

About 12,000 voters in the Clearwater area of Florida received automated telephone calls on Tuesday telling them they had until the end of "tomorrow" to vote. Once officials realized the problem, they called voters to tell them the message had been sent out a day late and the election was really on Tuesday.

College students voting away from home also ran into problems in Florida after the new election law for the first time prohibited making address changes on the spot.

"Right now, it's annoying me," said Kristen Wiley, 20, a student from Boca Raton who said she had requested, but not received, an absentee ballot from Palm Beach County. She was waiting in line for a provisional ballot, knowing it would not count unless her eligibility is later verified.

Multiple problems were reported in New Jersey and New York, where Sandy crashed ashore eight days ago.

"There's just one word to describe the experience in New Jersey, and that is a catastrophe," said Barbara Arnwine, director of the Lawyers' Committee for Civil Rights Under Law.

She said that computer servers had crashed, voters were being asked for ID that was not required, some polling places opened late and multiple locations did not have ballots.

New Jersey extended the deadline for voters displaced by the storm to fax or email their ballots until Friday.

According to the National Hospital Ambulatory Medical Care Survey (NHAMCS), the 375,000 instances in which marijuana is noted in an ER visit are not necessarily instances in which marijuana caused an "averse reaction." Rather, the survey tells us that in those 375,000 cases, marijuana was "commonly involved in an emergency department visit." So, if you smoked a joint on Tuesday, and on Thursday you blew a tire in your work vehicle and careened into a guard rail, then had your blood drawn at the ER, marijuana was involved in your emergency room visit. While?people do ocassionally get so high?that they call for an ambulance, the NHAMC survey doesn't distinguish between people who go to the ER with drugs in their system, and people who go to the ER?because?of the drugs in their system.

Riggs also tosses grains of salt at the marijuana rehab numbers Dokoupil cites. Kleiman pushes back here.

Neurotransmitters linked to mating behavior are shared by mammals and worms

ScienceDaily (Oct. 29, 2012) ? When it comes to sex, animals of all shapes and sizes tend behave in predictable ways. There may be a chemical reason for that. New research from Rockefeller University has shown that chemicals in the brain -- neuropeptides known as vasopressin and oxytocin -- play a role in coordinating mating and reproductive behavior in animals ranging from humans to fish to invertebrates.

"Our research shows that molecules similar to vasopressin and oxytocin have an ancient and evolutionarily conserved role in controlling a critical social behavior, mating," says Cori Bargmann, Torsten N. Wiesel Professor and head of the Lulu and Anthony Wang Laboratory of Neural Circuits and Behavior. "This work suggests that these molecules encode the same kind of information in the brains of very different animals."

Bargmann, whose laboratory studies the relationship between genes, neural circuits and behavior in the C. elegans roundworm, says vasopressin and oxytocin have been implicated in a variety of reproductive and social behaviors in humans and other mammals, including pair bonding, maternal bonding and aggressive and affiliative behaviors. Mice that lack oxytocin may develop social amnesia, and humans who sniff oxytocin through an inhaler change their cooperative behavior in computer games, behaving as though they "trust" other players more.

Bargmann's team, led by postdoc Jennifer Garrison, identified a peptide and two receptors in C. elegans worms that were similar to the mammalian oxytocin/vasopressin signaling system. Male worms that were engineered to lack this peptide, dubbed nematocin, were clumsy sexual partners.

"Although they could perform the motor aspects of mating, their sequences were inefficient, disorganized and repetitious," says Garrison. "Only a fraction of males lacking the peptide were able to complete mating by transferring sperm within five minutes of first contacting a partner, a time in which normal worms are usually successful."

Males lacking nemotocin or its receptors also spent less time looking for mates, as though they were less motivated to find partners.

T-Mobile was set to have its own splashy product unveiling today in New York City, but a certain Sandy put the kibosh on that. Now that Google's let its trio of updated Nexus products out of the bag, Magenta's ready to give us pricing and availability for the Nexus 4, HTC 8X and Lumia 810 which are set to hit the carrier's shelves this November 14th. Both Google's and Microsoft's (signature) flagships will be available for $199 on a two-year plan, while Nokia's lower-end WP8 handset will go for $149 with the same contract duration. Also, joining the crowded launch lineup that day is Samsung's Galaxy Tab 2 10.1 for $349 with a two-year agreement. As for the newly HSPA+ capable Nexus 7, well, you'll be able to snag that refreshed slate on Google Play just one day later. Of course, T-Mo hasn't forgotten about its value-minded sub base, offering up LG's Optimus L9 on the 31st of this month at an affordable $79 on contract. So if it's options you wanted this holiday season, Magenta's doling them out in spades. Hit up the break for the official PR.

HBT: Can Cain close out another series for Giants?

Matt Cain started and won Game 5 of the NLDS against the Reds. He got the ball again in Game 7 of the NLCS versus the Cardinals. Now he?ll try to close out a third straight series for the Giants in Game 4 of the World Series on Sunday evening.

That Cain had to wait until Game 4 to face the Tigers was something of a surprise, and manager Bruce Bochy did indicate that fatigue played some role in his decision. Cain was one of the NL?s top five starters this year, and if he were still throwing like he did in September, there?s little doubt that the Giants would have lined him up to pitch Games 3 and 7 of the World Series.

Cain, though, hasn?t looked like a world beater in the postseason. While he?s come up with the two big wins, he?s lost his two other starts. In Game 7 against the Cardinals, Bochy made the call to remove him with a shutout intact in the sixth inning. In all, Cain has pitched 23 innings in his four starts and amassed a solid 3.52 ERA. However, it?s come with a decreased strikeout rate and four homers allowed. He allowed a homer every 10 innings during the regular season. In 2011, he allowed a homer every 25 innings.

On the plus side, Cain will get to face an ice cold Tigers offense in poor conditions for hitting. The temperature was 47?degrees?at the start of tonight?s game, and the forecast calls for a similar Sunday. Plus, he has a pretty rested bullpen behind him after Tim Lincecum took care of business tonight. One imagines the Giants will aim for six innings from Cain in Game 4, with Jeremy Affeldt, Santiago Casilla, Javier Lopez and Sergio Romo matching up from there. It?s been a winning recipe so far.
